how does malicious intervention determined according to hazard and risk management prerequisites? (especially storage and shipment)

Storage: enclosed containers, possibly with a traceable seal applied; your warehouse complies with security standards

Shipping: enclosed containers, possibly with a traceable seal applied; the shipping container or truck is locked and has a traceable seal applied that is recorded before shipment, then checked and recorded at the destination. The truck is not opened at any point prior to the seal being checked at its destination.
