The use of dowels or sticks for the candy or ice cream industry.  

How would you categorize it- is it packaging? 

It is part of the finished product so curious how the industry views it?

it's kind of non consumable food serving goods. please refer to wikipedia for the term of packaging

I guess it's certainly not an ingredient unless in edible form ?

 

Neither is it apparently packaging -
