That's a tall order. A food safety manual should be based on the standard that it is following. The one I am preparing for BRC is 18 pages long, with 7 appendices of supporting documents. Basically, start from the beginning of the standard, give the clause number, then say how your company conforms to that standard. Reference the documents that show what you do. I have one appendix for each section of the standard. An example is below:
1.1.6 The Regulatory Coordinator has the responsibility to monitor changes in the regulatory requirements, industry standards, and scientific knowledge which would impact the ability of the company to remain compliant with regulatory agencies (both in the United States and internationally) and voluntary industry standards, using the most modern scientific methods available. The Regulatory Coordinator is responsible to communicate these changes to the Food Safety & Quality Committee and the President and to recommend modifications to company procedures to remain in compliance. This is detailed in AD09, which is in Appendix 1.
I did not state the requirement, that can be found in the standard, I only stated what we are doing to fulfill that clause's requirement.
Just start at the first clause, and begin writing what you do, then move to the next section. Eventually, you'll get through them all.
