Taking place:

Friday, July 15, 2016 - 03:00 PM - 04:00 PM UK Time

This is a 10.00 AM Eastern US Start

Presenter:

Jesse Leal, Quality Manager, AIB International

Webinar Overview:

The FDA released their final rules for risk-based preventive controls in September 2015 and compliance dates for some business begin as early as September 2016. As a result, all FDA-registered US food manufacturing facilities as well as facilities located in foreign countries and exporting to the US will have to update their food safety programs to meet new FSMA requirements. Although most food facilities are already providing hazard analysis through their HACCP Plans, FDA’s HARPC requirements are quite different. Learn about FSMA’s requirements for hazard analysis and preventive controls rule so that you can make changes and updates to your programs before your compliance deadline arrives. After this webinar you’ll know more about:

- Written Analysis of Hazards

- Identification of Preventive Controls

- Monitoring of Preventive Controls

- Corrective Actions for Ineffective or Absent Preventive Controls

- Verification of Preventive Controls

- Preventive Control Records

- Radiological Hazards

- Validation of Process Controls

- Qualified Individual

- Exceptions

Shevani Mittal - hi..the slides are blurred
Aris - HARPC plan under FSMA has a similar concept, but the approach is somewhat different from cGMP and HACCP, as HARPC will enforce preventive controls to identify potential risks or threats to the food supply and to implement appropriate corrective actions proactively to prevent contamination

Emmanuel - slides are blurred !!
Donnell Safforld - Hello from New York
MUNIR - slide view not read able
Tahlya Von Behren - We are a co-packer with all suppliers being customer specified. We require a copy of a GFSI food safety certificate from all suppliers, but will we be required to do further verification checks?
Kirsten - How prepared are the FDA auditors -- How well do they understand these new rules?
Kirsten - Great question Tahlya!
Sheetal - What is effect of FSMA Rule on Supplier approval program?
Kristine Jane - can we get a handout
Chacha Joseph Nyangi - now clear slides, thanks
Maggie - Tahlya, the answer is yes...you willhave to go beyond an audit, COA etc.
Simon Timperley - Today's webinar is being recorded. Slides and video will be distributed within 24 hours.
Kristine Jane - thank you
Elsa - Slides view not readable
Vlada - @Tahlya - you accept the certificate. In case that you have problems with the suppliers you perform additional checks.
SUE - Good Day from Florida
Stuart - If supplier is a "Farm" understood exempt, however, what are the rules if supplier is a Grain Elevator or Handler such as a Cooperative?
M Junaid Arif - Here from pakistan
Arquelio - How GFSI Schemes will align with FSMA?
Yusuf Lou bega - @ Kirsten, very good questions. FDA Auditors are currently attending HARPC Trainings just like Food Safety & Quality Personnel.
Lendrawati - will FDA inspect manufacturer outside USA?
Kirsten - Does the FDA certify or calibrate it's auditors -- like GFSI certifying bodies do?
Tadas Plauska - Is it likely HARPC methodology will become part of UK or EU legislative requirement at some point in the future? Many decades ago HACCP was born in US and now it is part of EU regulations.
Sonali - Good question Tadas
Angelina L. A. Samano - what is SECODA again?
Wiriya.nantavutikun@sgs.com - Hi
Serra - What is the difference between HACCP and HARPC? we know ! the HACCP is based on prevention!
Arquelio - How does FDA will define verification and validation of written programs?
Jeff - how look up pontential hazards on RFR?
Michael - From Canada, hi everyone!
Maggie - Arquelio, GFSI audits will be different and separate from FSMA audits.  The majority of the FSMA audits will be conducted by FDA personnel..  The schemes may have a module to help the site see if they comply but a GFSI audit at this time will not satisfy FSMA requirements
Arquelio - Thank you Maggie
Tatyana bardash - can we get a copy of the powerpoint slides after the webinar in email? Thank you!
Tadas Plauska - Would this not be the same as Competent person then? When we refer to qualified this typically means completed nationwide or recognised course or training.
Simon Timperley - Today's webinar is being recorded. Slides and video will be distributed within 24 hours.
Aris - Serra,  (HACCP) system and the current Good Manufacturing Practices (cGMP) are primarily designed to ensure that food is manufactured, processed, packaged and stored in sanitary conditions to prevent post-process contamination in order to ensure that the food is safe, wholesome, and
Holly - Does the qualified individual have to be "certified"?
Aris - visible quality deterioration. HARPC will enforce preventive controls to identify potential risks or threats to the food supply and to implement appropriate corrective actions proactively to prevent contamination
Ed Saak - Can a consultant be considered a qualified individual for your company or does it always need to be an company employee?
Holly - Does the qualified individual have to be "certified"?
Stuart - Ed, my understanding is that they must be a full time employee of the company
Ed Saak - Thank you Stuart.
Lendrawati - does any body already have FSMA Plan?
Tadas Plauska - This answers my question. You have to be trained on FDA recognised curriculum.
cristina - Cristina from Argentina sorry so late problem with Internet
Serra - Aris, Can we say that'There are complementary?
Maggie - Tadas, Holly - The PCQI needs to attend training. And the sites will need more than one person as records have to be reviewed within 7 days so you need a backup.  Even though a person who has experience may be competent, FDA is looking for a PCQI certificate.
Tadas Plauska - It will be interesting to see how this will evolve a year or so in the future after FDA have already inspected and gained and learned from the industry. Same way like BRC after including vulnerability part back in 2015
Maggie - I highly recommend all PCQI personnel attend training.  This is so different than HACCP.  The training book and slides from PCQI class are excellent resources to have.
Tadas Plauska - thanks Maggie
Lendrawati - Maggie, what is PCQI?
Maggie - Ed, A consultant can be the PCQI, they will have to review records eery 7 days, at a minimum.
Sigrid - Sigrid the slide is out of focus
Holly - Thanks Maggie. Are there certified classes in foreign countries that a qualified invidual can get PCQI certified? Some of my suppliers in foreign countries are having trouble finding such classes. (I'm in the US)
crystal - what does EMA stand for  again i didn't catch that
Niesha - go on youtube and 720HD, its clear:
Kelly Clements - Crystal - economically motivated adulteration
faeze - Hi Trade, The point you mention is very good, however i think vulnerability assessment related mostly to food fraud
Alyssa - Maggie, I agree the trng was GREAT! but the 12 items he just had listed on the slide are not in my FSP hazard analysis models.
Maggie - Holly, I am not sure but look on the FSPCA website.  They are in charge of all the trainin.
Shevani Mittal - EMA is economically motivated adulteration
crystal - thank you kelly
sly - EMA = economically motivated adulteration
Sigrid - Sigrid Good morning
Shevani Mittal - whats the full form of SECODA pls
Niesha - Morning :)
Maggie - PCQI - Preventive Controls Qualified Individual
Ed Saak - Thanks Maggie! Would preventative controls include better personnel screening?
Kirsten - I still don't see the difference with HACCP - which requires risk assessment and controls -- which might be devices or programs/procedures which have supporting documentation
Lendrawati - thanks Maggie
Beth - Will you make these slides available after the webinar?  Thank you.  Beth
Ahmed Waqar - Hi guys
Alessandra - grat idea!
Maggie - Jesse uses HARPC but in my FSMA training, I was told FDA does not like that term.  They want Preventive Controls used.
Lidia - O-PRP is similar to preventive control?
Simon Timperley - Today's webinar is being recorded. Slides and video will be distributed within 24 hours.
Maggie - Kirsten, one of the changes is that it is up to you to determine our supplier is providing safe food.  A COA will not suffice as it is seen as a conflict of interest from the supplier.  The onus is on you.  Jesse just addressed it.
Ed Saak - If no CCP then you prioritize the preventative controls?
Shevani Mittal - SECODA? Full form pls
Tina - This is the course training you're referring to, Maggie? https://www.mcgill.c...-food-ma-261237
Maggie - Ed, I can't remember but I do not think it includes anyuthing different.  Under 117 their are some additional GMP requriements.
Stuart - Maggie, I'm looking for the rule, but I was very certain that PCQI needed to be full time staff.  It sounds like I am incorrect.  Please refer to the documentation that states a consultant is ok as you stated.  Thanks...
Younes J - Preventive Controls to what extent? Prevent 100%?
Alyssa - Maggie, that was what I was told too.  I however did not incude the 12 items he listed on his previous slide, nor were they in my trng exercise examples.  Will add them today.
Aris - great presentation
Kirsten - It would be completely unreasonable to verify every CoA by independent lab analysis -- this is already required for dietary supplements and it is beyond reasonable for cost contol -- that money could be spent improving other preventive measures
Maggie - Tina,  That is one of the trainings.  Lots of companies offer training and you can check with them.  The key is the instructor must be certified by FSPCA to conduct the training.
Thies - 117.135 Preventive controls.clearly spells out that there can be CCPs. Why do you state that FSMA/HARPC would not have CCPs?
Thies - 117.135 Preventive controls.clearly spells out that there can be CCPs. Why do you state that FSMA/HARPC would not have CCPs?
Maggie - Alyssa, I agree with the 12 items.
Tina - Thank you, Maggie.
Sigrid - Hello I'm Sigrid from Guatemala
Maggie - Younes J.  The ansyer is Yes, 100%
Sussy - hi, Sussy here from New York
Md. - Hello I am Al-amin from Bangladesh
Younes J - Maggie. Isnt that what a CCP is for? with all added PRPs
Vanessa - hello from Lincoln UK
Kirsten - Additionally -- CoA for ingredients MAY NOT uncover a pathogen problem -- sample sizes are too small.  Need to know how supplier is handling Env Monitoring
Magno - Hello from Sao Paulo, Brazil
Thies - Your Preventative Control HFPC training book is here: http://www.iit.edu/i...2_Watermark.pdf
Serra - Thank you Thies
Shevani Mittal - where can I get the list of top 8 allergens?
Stuart - Thies, is one available for Animal Food?
Tadas Plauska - Thies, thats great, thank you
Teresa - Thank you very much Thies
Lendrawati - how to control intentional contamination of suply chain?
Maggie - Younes J, CCPs are for your site.  Preventive Contols - must ensure your suppliers are safe.  COAs and audiis aren't enough.  Jesse is talking about it now.
Lewis - Thank You Thies
Sonali - can you please provide me the link to the document for HARPC
Narongchai - (d)(1) Subparts C and G of this part do not apply with respect to activities that are subject to part 113 of this chapter (Thermally Processed Low-Acid Foods Packaged in Hermetically Sealed Containers) at a facility if you are required to comply with, and are in compliance with, part 113 of this cha
Shevani Mittal - Thanks Alyssa
Narongchai - (2) The exemption in paragraph (d)(1) of this section is applicable only with respect to the microbiological hazards that are regulated under part 113 of this chapter.
Maggie - I would tell those who are exempt that they are really not exempt...
Maggie - Lost my string of comments.  Hope I answered all questions addressed to me.
Narongchai - It is not limited to 113 if other hazards identified, not all of them not to apply to HARPC, ight?
Tahlya Von Behren - Shevani - in what Country? The USA are: wheat, soy, egg, milk, peanut,s, tree nuts, fish, and shellfish.
akuss - If a carbonated soft drink facility already has a robust HACCP plan like juice facility,, can they be considered exempt from HARPC?
Shevani Mittal - Maggie -- whats SECOTA?
Md. - Kirsten,
Maggie - akuss - No.
Bianca - You also have to assess the risk...how do you do that?
Shevani Mittal - Hi Tahlya -- from India.. are these the BIG 8 allergens
akuss - Got it. Thanks Maggie
Shevani Mittal - for USA
Narongchai - serious adverse health consequences or death to humans or animals (called a SAHCODHA hazard)
Sonali - Where can i find the HARPC document please
Ana - Where I can find all these changes HACCP and terminology  Where I can find All These Changes HACCP and terminology
Md. - kirsten you right snd also vendor should bd a pathogen monitoring schem.
Narongchai - you can download the FSPCA materialhttp://www.iit.edu/i...spca_materialss from
Alyssa - 21 cfr 117 HARPC, Subpart C: http://www.ecfr.gov/...e=20150917y1.51
Angelina L. A. Samano - thanks, @naronchai
Md. - i am late
Maggie - SAHCODHA = Serious Adverse Health Consequences or Death to Humans or animals.
Sonali - thank you guys
Shevani Mittal - Hi Team-- our unit is BRC certified.. and we are aiming to export to USA from India , starting 2017 -- so will we definitely need HARPC ?? Will BRC not be sufficient?
Shevani Mittal - Thanks Maggie
Lendrawati - what is the difference betwen reanalyse and verification  in FSMA?
Narongchai - now GFSI schemes are not recognized to FSMA, so please see each standard's comparison table on their website
Alyssa - would the recent flour recall be an example of a facility that might have their qualified facility status taken away?  Is is based on the occurance or the magnitude?
Lendrawati - Shevani, Yes.
Shevani Mittal - The next question.. The trainer mentioned that countries have known hazards.. what are these known hazards for India?
Arquelio - BRC and ISO 22000 will be the closest to HARPC. Go to the BRC website to see their comparison with HARPC.
Shevani Mittal - Thanks Lendra
Martha Fuentes - Hello from El Salvador. Thank you for the information
Shevani Mittal - OK Arquelio
Sonali - Shivani refer to the FERA website for known hazarsd and food frauds
Maggie - Shevani Mittal, FSMA (HARPC) is totallly different from BRC or andy GFSI schemes.
Md. - HARPC means?
Robyn - hazard analysis and risk based preventative controls
Diane Burgess - BRC 7 is 98% of the way, but you must make up the 2%
Maggie - Alysssa, yes, they would have their qualified status taken away.
Narongchai - Traditional HACCP = FSMA Preventive Control Process Control
Shevani Mittal - Ok Sonali..will do ..thanks
Arquelio - Maggie has to closest comparioson to HARPC. Go to the BRC WEbsit to download their comparison.
Shevani Mittal - thanks Maggie ..Understood
Theophilus Fon - How then is HARCP different from HACCP or any of the GFSI schemes?
Thies - GFSI (BRC, IFS, SQF, FSSC 22000 and others) are publishing information how they will be complying with new FSMA. They can not yet fully claim that their schemes are compliant. The FDA is going to appoint CAs and then their will be CBs that will start to perform FSMA 3rd party audits.
Thies - I do not expect any of those 3rd party audits before 2018 (what do others think?)
Thies - However with GFSI you have a great head start!
Maggie - Aruelio As a BRC ATP and PCQI, I wouls say that GFSI schemes are audits only.  The module 15 from BRC that can be added as a voluntary module to your audit is only a means to ensure you are ready for FSMA.
Stuart - How do you audit a Farm if they are your supplier of raw bulk materials delivered directly in bulkfrom the field during harvest into comminglied storage bins?
Tracey - I see no meaningful difference between HACCP and HARPC.  The process and outcomes are the same.
Md. - Thanks Robyn.
Narongchai - 3rd Party Audit Schemes will be required if there is an issue only, not al issues.
Maggie - Tracey, once you attend PCQI class, you will see the difference.
Lendrawati - Stuart, I have the same problem with traditional natural raw material supplier
Tadas Plauska - Tracey, do you consider radiological hazards from a nuclear plant etc on your HACCP?
Thies - If you import into the USA you are very likely going to participate in these 3rd party audits...
Georg - What about FDA audits for checking FSMA requirements ?
Md. - i think almost same......
Arquelio - Thank you Maggie.  OPRP are also close to PC. They just need to be adjusted to comply with e law.  Coll information.
Tracey - Tadas - yes, it is just another chemical hazard.
Theophilus Fon - I find the FSEP developed by the Canadian food inspection agency a very good tool.http://www.inspectio...9/1345821716482
Narongchai - If you export your productsto US, your importer will check your complaince to FSMA via FSVP
Rashmi - is it required to have to templates in the industry if we comly with FDA as well as SQF. Is it really need to have HACCP and HARPC template separate?
Tadas Plauska - Hmm.. you must have really advanced HACCP then. alot of places wouldnt think of any radiological hazards
Jean Valbrun - what is the preventive control for mycotoxin in bread as a RTE item
Tadas Plauska - Is it likely HARPC will become a requirement in Europe at some point in the future?
Serra - Do you think that HARPC may be applied by any type of'industries?
Caroline - Hi, Caroline from MN , great information
silvia - A few words of the oppions to integrate the HACCP and HARPC? please
Melissa Kirkwood - If we get a list of questions, we can send out to participants if that works Simon
Sigrid - Thank you so much, great presentation!
Irish - Very helpful webinar. We will definitely conduct thorough review of our existing HACCP studies.
Brian - Jean Valbrun, would you not already test for mycotoxins in raw materials at time of receiving?
Sara - Will they be issuing guidance documents on validation?
Bart - Thank You. Very interesting presentation.
Sophie - Thank you. Really helpful. Sophie from Paris & London
Aris - A food scientist needs to be certified ?
kelen tostes - Very good
Narongchai - If you download the FSPCA materials, you will know what the difference between HACCP and HARPC and also get the sample of documentations.
Joseph - Thank you. very informative & insightful
Monica - I believe this question has been asked before, but for a ready to eat facility, we need HACCP and HARPC?
Brian - Why does the FDA have to be so ambiguous about what training/experience/education is required to be considered as a PCQI??  Why not just mandate a specific course?
Cheryl Brown - Great webinar!  Will you share the presentation?
Angelina L. A. Samano - what about here in Southeast Asia, what kind of  certification is required in  order to be considered a qualified personnel?
