Currently, I am currently designing an Emergency Preparedness and Response Guideline. This is to ask for your inputs on what frequency should we plan to conduct the drills.

Typically annually.  Some people do two times a year.  What I've done is two times a year for the first year and then annually.

 

Owners and operations personnel are not fond of the exercises since it shuts down the production.  Lost time...lost money.
