Has anyone parsed this part of the code?  What other methods have you fine folks encountered?  Is it common for HACCP to be not recognised or be secondary in countries other than the US?

I'm not aware of countries that do not recognize HACCP - this portion of the code appears to be referring to preventive controls plans as per FSMA.  So if you are required to have a Food Safety Plan that complies with the preventive controls rules, you must also have a plan that complies with Codex Alimentarius.  In our case, we encompass both in our FS plans except for those products that do not fall within the scope of preventive controls rule.
