Bakery with possible new innovation making ice cream sandwiches

We are a bakery regulated by the FDA. We make cookies and cookie dough products.

 

We are prospering the idea of making ice cream sandwiches with our baked cookies.

 

If we bring in Ice cream patties all ready produced in another USDA facility, will we have to be regulated under the USDA? Will we have to have USDA on site to produce?  Thank-you

Ice cream generally is not an FSIS regulated product? If something weird is going on where it falls into an egg product category, you can submit the question to AskFSIS and they can clarify right from the horse's mouth.
