What would be the key performance indicator for a HSE Manager/ Officer in a new establishment? To whom should the officer report to?

There is a great article in the International Journal of Corporate Sustainability
Volume 12, Issue 1 (January/February 2005) with the title of "Delivering Business Value by Linking Behavioral EHS Competencies to Corporate Core Competencies. I found through a net search so it should be readily available if the attachment doesn't make it.

Definitely need to report to Upper Management and not directly to production.  Lagging indicators would be number and severity of injuries, environmental non-conformances, waste generated.  Leading indicators would be % of training completed ontime, number of inspections and audits, time to close safety related nonconformances.
