I suggest you re-examine the introduction to the iso22000 standard, eg
"This International Standard specifies the requirements for a food safety management system ........"

Charles is correct. Although there are often elements of Quality that are involved in the
food safety system, ISO 22000 is not or cannot be solely utilized for Quality.
The question you need to ask is if ISO 22000 serves your purpose or if you feel you need ISO 9001. In other words, why did you install ISO 22000? Was it to meet food safety requirements? Was is for a customer? Do you have a need for a Quality System to go along with ISO 22000?
We have both because we reinforce our Food Safety program (which is actually FSSC 22000) with a strong Quality program (ISO 9001). They are audited separate and although there are over lapping elements, there is generally a different focus for each audit. The food safety focuses on
HACCP plans, PRPs and other elements related to food safety and keeping food safe. Quality focuses on how we get the customer what they want which includes safe food but also the requirements as defined by the customer (quality, cost, lead times, ship on time, etc).
