Contract manufacturer for storage of raw material

We are a chocolate reprocessor, recently SQF certified, and am in need of freezing some raw materials to extend the shelf life. Would the company freezing the raw material be a contract manufacturer or does that only pertain to finished product in our scope?

I believe it would be contract manufacturer since freezing(conditions environmental monitoring, possibility of adulteration, possibility of cross-contamination) all would effect the end product of the shelf life study
