The general answer is no, the correct film for food contact surfaces should not have an odour.  What type of film is it? PVC, polyolefin etc....perhaps you were shipped the wrong film...

Hello,

They odor will surely be absorbed by the food in it. Would also contaminate the hands of the packer.

Hi bceoger ,

Does you film is laminated , did you smell an odor like solvent odor or strong chemical , yes you should not use it ,this odor will contaminate the product and it will case an off taste ,especially for fatty products ,it is a residual solvents tramped in the lamination films ,  this is may be because of reducing the curing time at the supplier's side in condition that you had the same supplier and no change in processes , just reject the consignment and the supplier will take care about this , if it is urgently needed you can remove the covering shrink from the role and leave it in good hygienic place for few days sometimes it helps and the volatile solvent released and the off odour disappeared .

Generally sniffing should be one of the routine test before accepting any consignment.

the below links can explain more for you regarding this reasons of this issue.
