So I came across this research paper today and thought I would share. It certainly shed some light on the revolving door of fruit recalls (cantaloupe, watermelon, Dole Recall)

Chlorine is NOT effective on the surface of fruit......it is effective on the wash water however

The penetration effect detailed in first  link is undoubtedly relevant to the washing process for some fruit/vegetables however it might be worth noting that the overall washing system can be a very complex mix of overlapping difficulties.

 

It seems that the focus in recent years has expanded somewhat from solely thinking about direct bacterial reduction to include the prevention of  cross-contamination (as per the washwater comment in OP).
