FSSC is a GFSI (global food safety scheme) branded system.......as to who MUST apply it, anyone who NEEDS to be GFSI certified......ISO 22000 is not recognized internationally as meeting the requirements for a food safety system

There are extensive details in the freely downloadable  literature on iso and fssc websites, eg

The frequent reason for choice  is as stated in post 2 -  iso22000 is not GFSI recognised. However It's combination with iso22002-X is GFSI-recognized, ie -

 

fssc22000 = approx.  iso22000 + iso22002-X where X=1 for food, 2,3,4 for other categories.

Abd - third party certifications are typically customer-driven.  It would depend on your customer requests, food safety goals, import/export countries, product and process, etc.
