Both these terms have some interpretive flexibility in scope of usage. I have attached some illustrations below.
From a HACCP certification POV I think GMP (regarded as a HACCP Prerequisite Program) usually appears as a mandatory element for a food manufacturer.
(1) The generic attachment below contains a modular list of requirements for manufacturing certification to either of HACCP (= modules 1-3) or GMP (module 3) (see Pg28, sec.4.5).
