Phytosanitary certification for wood pallet

I am after information on phyto certification requirement for transporting good to UAE,  we are looking to export bread to UAE and our transport company saying that we may require phyto certificate for our export.  But I am struggling to find information to understand if there is requirement of this certificate for this country and if so how to get this certificate, it will be the wooden pallet I would suspect which require this certificate.?

I can't speak to the specific import requirements for the UAE, but for general international shipping purposes there is often a requirement for the pallets to be treated to so-called ISPM15 requirements. I don't recall seeing a specific certification for this (you can imagine how challenging it would be for millions of pieces of paper to follow millions of re-used pallets all over the world), but it should be marked on the pallet itself using a stamp. If no-one here can advise on specific import requirements then it's worth checking with your client in the UAE, but the pallet treatment is pretty standard so I'd ask your normal pallet supplier about it as they will almost certainly be very familiar.

Edit: the stamp looks like this - you may well have seen it on lots of pallets without realising it:
