Is this dessert product ready-to eat or ready-to-thaw?

Hi food safety community, if a dessert product is kept frozen and ship it to retail store and the customer thaw the products under refrigeration when they decide to use or sell them, is this product considered as ready-to-eat? ready-to-thaw? or just frozen in general? Question is what should I put in my food safety plan for the product description. It would be great if anyone could shed some light on this. Thank you!

The product is pre-freeze using liquid nitrogen, shrink wrapped, boxes, metal detection and store in the freezer.

Apologies for my limited knowledge on "desserts" but Is there a validated, fully cooked step  before freezing ?
