Hi Bashir ,

On this clause there is no procedure to be followed ,but what you need to do is to determine your organisational issues both external and internal that affect your organisational ability to achieve intended results of FSMS.You have to engage your top management to conduct this exercise ,that is ,analysing information pertaining to risks or issues that can affect the organisation's  capability to achieve its intended results .These issues can be positive or negative .There are many methodologies that can be used to determine context such as SWOT analysis ,CPM ,PESTLE ,just to mention a few .Not that even though documented information is not required regarding context 4.1 ,documentation is really helpful when your system is audited and to demonstrate your understanding and analysis of the mentioned issues. The documented information could be in the form of meeting minutes, graphics or data analysis .
