Are they talking about our approved suppliers form, purchase orders, incoming receiving, and production work order?

nope, they talking about a scope of service that is agreed to 

 

Acme business and ABD processing agree that:

ACME business shall provide X at Y frequency for the duration of.........

 

Item 123 is out of scope

 

 

Or something like that, basically what service is being provided and for how long
