Danke an Simon, dass er uns dieses Forum eingerichtet hat!

Als neue europäische Norm wird Anfang 2008 die DIN EN 15593 „ Verpackung - Hygienemanagement bei der Herstellung von Lebensmittelverpackungen – Anforderungen“
erscheinen.

Auszug aus der Einleitung:

Diese Europäische Norm kann unabhängig von anderen Managementsystem-Normen angewandt werden.
Ihre Realisierung kann an die Anforderungen bestehender Managementsysteme angepasst oder in diese integriert werden, indem Unternehmen das (die) existierende(n) Managementsystem(e) anwenden darf (dürfen), um ein Managementsystem für die Lebensmittelverpackungshygiene aufzubauen, welches mit den Anforderungen dieser Europäischen Norm übereinstimmt.
Diese Europäische Norm beschreibt als Beleg sowohl das Managementsystem als auch die Hygienepraktiken von Verpackungsherstellern, die sich als Unternehmen in der Lebensmittelkette – wie in der EN ISO 22000 beschrieben – betrachten.

In Juni 2003 trafen sich interessierte Kreise beim DIN in Köln und begannen unter Leitung von Jörg Höppner, Geschäftsführer beim Verband der Metallverpackungen, mit der Erarbeitung einer Norm zum Hygienemanagement von Lebensmittelverpackungen.

Bei CEN in Paris hatte man in der Zwischenzeit erkannt, dass es Bedarf an einer europäischen Norm Hygienemanagement für Lebensmittelverpackung gibt.

Deshalb wurde der Arbeitskreis CEN TC 261 WG 1 gegründet, der erstmals im Oktober 2004 in Berlin tagte unter großer Beteiligung der europäischen Normungsgesellschaften.

Diese Working Group unter Leitung von Jörg Höppner als Convenor arbeitete zügig und effektiv, sodass bereits im November 2006 die prEN 15593 veröffentlich wurde.

Im April 2007 wurde durch CEN TC 261 WG 1 die endgültige Fassung erstellt und verabschiedet. Zu Zeit befindet sich die EN 15593 im Formal Vote Verfahren.

Auszug aus dem Schreiben des DIN an die Mitglieder der deutschen Arbeitsgruppe:

Dieser Schluss-Entwurf liegt bei CEN zur Formellen Abstimmung vor.
In diesem Stadium kann nur noch mit Annahme als Europäische Norm oder
Ablehnung abgestimmt werden.

werden.

Ich habe keine Zweifel, dass im ersten Quartal 2008 die EN 15593 als europäische Norm in englische, französischer und deutscher Sprache veröffentlicht wird.

Warum nun die europäische Norm, wo es doch schon den BRC/IoP gibt?

In vielen Firmen bestehen bzw. bestanden Bedenken, dass sich die nationalen Staaten / Verbände auf Dauer nicht damit abfinden würden, dass es zu diesem Gebiet nur einen Standard des britischen Einzelhandels gibt. Es bestand die Befürchtung, dass weitere Leitfäden / Richtlinien in nationaler Regie entstehen würden und sich die Unternehmen dann nach vielen Regelwerken zertifizieren lassen müssten.
Auch die Akzeptanz der Lebensmittelindustrie einer europäischen Hygienenorm für Lebensmittelverpackungen ist wahrscheinlich größer als nur des BRC/IoP, da es eben nicht nur ein Regelwerk des britischen Einzelhandels ist, sondern eine europäische Norm.

Aber wieso brauchen wir ein neue Standard, es gibt schon ISO 22k, man konnte sagen das es ein Welt Standard ist.
Werden die Firmen mit IFS auch umschalten auf EN15593, Ich glaube nicht.
Ich erwarte das dieser neue Standard nur sehr langsam sein Platz im Markt finden will.

Hallo Okido!

Ich glaube doch, dass sich der neue Standard EN 15593 relativ schnell durchsetzen wird.
ISO 22000 trifft nicht so ganz die Welt der Verpackungen bzw. die Anforderungen für Verpackungen werden durch EN 15593 präzisiert.

EN 15593 ist ein europäischen Gegenstück zu BRC/IoP. Ich kenne zwei europäische Konzerne der Verpackungsindustrie, die nach Veröffentlichung von EN 15593 auf dieses Regelwerk umsteigen werden und dafür auf BRC/IoP-Zertifzierung verzichten werden.

How is EN 15593 going Roland?



Hallo Simon!

Die EN 15593:2008 ist offiziell von CEN genehmigt worden.

In Deutschland wird die DIN EN 15593 im Mai zu kaufen sein. Die englischsprachige Ausgabe ist wohl in GB bereits zu kaufen.

Am 7. April 2008 wurde die EN 15593 durch das DIN im Hotel InterContinental in Berlin vorgestellt.
Es gab ein reges Interesse, über 70 Teilnehmer waren dort.

Auch ich "durfte" ein kleines Referat halten "Die EN 15593 aus der Sicht eines Auditors".
In den zur Verfügung stehenden 30 Minuten konnte ich natürlich nur auf einige spezielle Aspekte eingehen.

Unter anderem habe ich eine Folie aus dem Trainingskurs von IFSQN gezeigt. Ein wenig Werbung musste sein!

EN 15593 is certainly a fascinating subject, although from my point of view that norm will find it hard to cast a shadow with BRC now being implemented for 7 years...I'm glad to say that the working group has done some changes between the last draft and the new official version...the language was just awful, you would have thought that it's a bad translation, but it was actually "original German" :unsure: . BTW there are still to many ambiguities...this document has too many "should"s in it to be straight-forward.

One prevailing problem: there is currently no official protocol on how to audit the standard, how to grade/demerit nonconformities, what's the time frame for surveillance audits etc. Rumours are that the standard is supposed to allow a matrix certification which I find unacceptable from the food safety point of view. You can't audit one plant on hazard analysis and then decide that the sister plants are equally doing alright! I would like to hear some thoughts on that issue...

Nevertheless, currently I have two clients in the preparation process for EN 15593, and I'm off today to one of the German CertBodies to discuss a suitable protocol.

Wenn du auf die Homepage der DQS gehst und dort bei bei Kundendatenbank nach dem Regelwerk EN 15593 suchst, wirst du fünf Unternehmen finden, die bereits nach EN 15593 zertifiziert sind. Und das bei einem Regelwerk, das erst im vorigen Monat offiziell veröffentlicht wurde.
Mir ist bekannt, dass einige größere Konzerne der Packmittelindustrie von BRC Verpackungen zu EN 15593 wechseln werden.
Die Forderungen zur Hygiene von Verpackungen z. B. der ISO 22000 und IFS bestehen nun einmal. Und einem Hersteller in Spanien ist es leichter verständlich zu machen, sich nach einer europäischen Norm zertifizieren zu lassen, als nach einem Regelwerk von britischen Handelsketten.
Wer also nicht direkt an diese Handelsketten liefert, wird sich sicherlich in einiger Zeit für die EN 15593 entscheiden. Das hat nicht mit der Qualität von BRC Verpackungen oder EN 15593 zu tun, sondern nur, dass die EN 15593 eben eine europäische Norm ist, die später evtl. zu einer ISO werden könnte.

Zur Matrixfähigkeit:
Matrixzertifizierung ist nur unter ganz rigiden Bedingungen möglich, jeder einzelne Fall muss vom vom Zertifizierer beantragt und durch die TGA genehmigt werden.

Protokoll / Checkliste und Berichtsvorlage/-vorgabe für DQS-Auditoren sind natürlich vorhanden, stehen allerdings nicht für jedermann zum download zur Verfügung.

Die DQS hat bereits mehrere Kundenforen zum Thema durchgeführt und ihre Kunden und Interessenten informiert.
