So if everyone needs to disclose on labels, I wonder if this will hurt the "Non GMO Project" people?

The Non-GMO Project, and other similar schemes, go somewhat further than the regulations - the US labelling requirement appears to be similar to the EU one, i.e. the label needs to state that the product contains GM ingredient (or is "derived from bioengineering") effectively only if there is GM material physically present in the final product as an ingredient.

The various non-GM labelling schemes tend to also consider any use of GMO in production process even if not contained in the final product, so for example GM enzymes used as a processing aid would not require labelling as GM on pack, but would not meet the requirements for the non-GM schemes.  

Whether the average consumer understands this difference is another question, but I expect there will still be a market for the advertised non-GM status that the likes of the Non-GMO Project offer, given that there will still be consumers who are actively trying to avoid GM.
