"Cream" is a protected term under EU regulation 1308/2013 - it can only be used for products derived exclusively from milk/dairy.

For the OP's query, I'd expect something like "Vegetable Oil and Buttermilk Blend" would be acceptable.
There is a very well established branded "alternative to cream" on the market here with a similar composition that uses very similar wording for the legal name ;)

I'm creating some ingredient declarations for products being imported from Japan (into UK) , some of the translations aren't great for example one product is decribed as "squirty Cream" but the compound ingredients are Vegetable Oil, Whey Powder & Butter Milk Powder.  Would this ingredient be better described as "Vegetable Oil Blend" or "Vegetable & Butter Milk Blend" ?

It can't be described as that in the UK as it doesn't contain any actual cream - I'm scratching my head as to how to describe it
