if we want to be certified fssc22000 must we be certified iso9001 in first?

No, it is not necessary, since they are two separate management systems.
 
If you want to get certified in FSCC 22000, you require to implement ISO 22000 and ISO / TS 22002-1 (prerequisite programs).

FSC 22000 is a food safety scheme (aligned with ISO 22000).

 

ISO 9000 is a quality program.
