Does the food fraud procedure need an annual test similar to the food defense plan?

Well this is interesting, look at the difference from SQF 8 Manufacturing vs SQF 8 Storage & Distribution

Manufacturing:

2.7.2 Food Fraud

2.7.2.1 The methods, responsibility and criteria for identifying the site's vulnerability to food fraud shall be documented, implemented and maintained. The food fraud vulnerability assessment shall include the site's susceptibility to product substitution, mislabeling, dilution, counterfeiting or stolen goods which may adversely impact food safety.

2.7.2.2 A food fraud mitigation plan shall be developed and implemented which specifies the methods by which the identified food fraud vulnerabilities shall be controlled.

2.7.2.3 The food fraud vulnerability assessment and mitigation plan shall be reviewed and verified at least annually.

2.7.2.4 Records of reviews of the food fraud vulnerability assessment and mitigation plan shall be maintained.

Storage & Distribution:

2.7.2 Food Fraud

2.7.2.1 The methods, responsibility and criteria for identifying the site's vulnerability to food fraud shall be documented, implemented and maintained. The food fraud vulnerability assessment shall include the site's susceptibility to product substitution, mislabeling, dilution and counterfeiting which may adversely impact food safety.

2.7.2.2 A food fraud mitigation plan shall be developed and implemented which specifies the methods by which the identified food fraud vulnerabilities shall be controlled.

2.7.2.4 Records of reviews of the food fraud vulnerability assessment and mitigation plan shall be maintained.

That's copy and pasted from SQFI Documents page.  In storage & distribution code they do not have a 2.7.2.3.  I would say you do not have to test the food fraud system if you are only going to storage & distribution code.  Will probably be edited in soon enough though, I can't be the only person who has caught that so far.

That is interesting.  Do you think that will change this year, or update for the next year?

I would say that your verification methods are tests of the system. Supplier audits, seal verifications, ingredient testing, etc. If those are validated measures, then you have tested your system.
