My attempts to identify where the language demanding "Labels be secured under restricted access" and that labels be destroyed upon decommission keeps taking me to CFRs for medical devices.

 

Where is the references in CFR 110 and 111?

 

Is it actually there?

I do not believe there is such a regulation for food labels. These are GFSI requirements, though.

Check here 

Ctrl+ F, type in "labels", and click the > until you reach the 5th one. 

 

I know it's an outdated source, but it should give you a good starting point!

I'll try to update with a better link if I can.
