Madagascar Food Labeling Requirements

Dear all,

During my recent HACCP audit, I got a minor non conformity regarding labeling of finished product. we did not include the complete list of ingredients in the labeling because our client who is situated in Madagascar does not want to list down all ingredients on the packaging. But my auditor does not want to listen to this. She argued that as per CODEX we need to list all ingredients despite the demand of our clients. 

I wanted to know if there is a food legislation of Madagascar which mention anything about labeling requirements?

Can your client advise on the applicable regulations?
I couldn't see anything obvious from a quick search, but that doesn't mean there aren't any!
Unfortunately my experience has been that clients' requests for labelling can often be determined by marketing departments based on what they want (or don't want) to put on the pack, rather than having a solid foundation in actual regulatory requirements.

Alternatively if you're packing the product using the customer's labels then you may need to come up with a different workaround - for example a signed disclaimer/agreement that the customer has specified the label content and that they are responsible for regulatory compliance in the markets in which they sell the products.

The latter option is somewhat weaker, so if the customer doesn't want to change the label the most robust response to the auditor is likely to be confirming that the labels do comply with Madagascan requirements (assuming this is the case ;) ) based on evidence provided by your customer. Unless someone else here can point you in the right direction for the actual regulations!
