Who need to be competent

I've been looking at the FDIS 22000,
can anyone tell me what "personnel" means in clauses 6.1-6.4
are personnel employees of the company?
or are they people who work for the company or on its behalf (such as delivery firms and cleaners?)
Any help would be muc appreciated as I try to write a draft system

Personnel whose activities have an impact on food safety, regardless of their role in the food chain. Just my two pennies. Franco
