An interesting article on food fraud - and a reminder that food defense can address many forms of 'harm' to the food supply. This is intentional harm and food defense plans should consider this risk.

Good question! I think the answer is - both. Food defense should include inspection of goods upon receipt as well as a strong supplier approval and monitoring program. I wouldn't recommend adding supplier control to the food defense program per se - but I would reference and consider it as part of a risk analysis.
