FSSC is not currently applicable to you as it is designed for food manufacturers (Prerequisites described predominantly in ISO 22002/PAS220):

You should start with ISO 22000 and I suspect FSSC will follow up with a packaging standard in the future:

Yes but if you read the original post again
There will be a PAS 223 available for Food packaging within a few months.
Thus within FSSC 22000 you will be able to certify against ISO 22000 + PAS 223 for Food packaging in the near future.
PAS 223 has already been out for public consultation and is now being finalised by the steering group.

The PAS 223 (PRPs for Food Packaging to be used together with ISO 22000) is scheduled for publication this summer.
When this will become an ISO/TS 22002-xx is up to ISO to review and decide. I would "guestimate" it will become an ISO/TS during 2012 based upon experience with PAS 220 (ISO/TS 22002-1 today).
As you might know there are also other PRPs (PAS and ISO/TS) being developed for other food sector categories in the food supply chain that should fit with ISO 22000. Several of those will also be ready during 2011.
I would not be surprised if ISO 22000 will have 50% of all FS system certifications in 5 years from now. Several of the large food manufacturers/ food processors are focussing on ISO 22000 as the future path instead of BRC/IFS/SQF etc.
The main advantages with ISO 22000 being better alignment with other ISO standards used in the industry (ISO 9000/ 14000/ 18000) ensuring an integrated mgmt system. The Supply chain approach is also better developed within this standard.
