Allergen control for tools

I work in a bakery where we control our tools by designating them to each plant and locking them in a tool box. My maintenance supervisor asked me to allow them to use their own tools and carry them in tool pouches. This would eliminate the control of them moving from plant to plant. I am looking for ideas on how to meet his needs while accomplishing allergen control.
