Frozen raw meat material and frozen finished product

Hello, everyone, I have one question:

Is it possible to use frozen raw meat (poultry, pork) for these finished products within EU ?



A/

  • defrosting (thawing) of raw meat material
  • mincing of meat
  • forming
  • quick freezing to an internal temperature of not more than -18 °C.


B/

  • defrosting(thawing) of raw meat material
  • mincing of meat
  • mixing with igredients
  • forming
  • quick freezing to an internal temperature of not more than -18 °C.

C/




  • defrosting (thawing) of raw meat material
  • tumbling with the brine and meat
  • quick freezing to an internal temperature of not more than -18 °C.


I know, that it must be assessed with respect of :

* Regulation (EC) No 853/2004


and


* Council Directive 89/108/EEC relating to quick-frozen foodstuffs for human consumption,

but we have received different guidance from our government authorities in this matter.
