Food safety management worldwide can be depicted with one of two scenarios: It is either that of intermittent calm and commotion or it is of measurable progress in the achievement of a sustained calm.
Scenario A – Sporadic Calm
Adopted strategies and practices for ensuring food safety are successful for a period. This is the period of calm. Sooner or later, the adopted strategies and practices fail and commotion arises with the attending frenzy of dealing with outbreaks of food-borne illness.
Scenario B – Measurable Progress
Commotion exists amidst an incrementally progressive calm that is measureable. Steady measurable progress is made without relinquishing conquered territories. This ensures the continuous increase of attained calm while commotion dwindles.

Sorry, English is my first language and I know it's early but can you put that into shorter words? My brain is befuddled this morning!

Scenario A – Sporadic Calm (uncertainty of success}
Food safety management strategies and practices are successful for a period. Soon, the strategies and practices fail and there is commotion with people running around to deal with food safety issues.
Scenario B – Measurable Progress (guaranteed progress that can be measured)
Food safety issues are not completely eradicated all at once. However, a steady progress that can be measured is made without falling back. This means having a food safety management system that guarantees a steady reduction in the number of food safety issues.

No wish to hijack yr thread but I suspect the words "success", "progress" are rather undefined.
As far as my own comprehensible clarity is concerned, I think a specific practical (simple) example / case to illustrate yr intended comparison would help.
For example, it "almost" looks to me like you are comparing (something like) the application of "blanket" Zero Tolerance Standards for pathogens like E.coli O157 (?) with the Pathogen Reduction Project for Meat in USA ? (
(The "success/progress" of both approaches above is I believe still under "debate"

Sporadic Calm (or uncertainty of success) is when the numbers are all over the place: 10,000,000 one year, 60, 000 another year, 20,000,000 another year, 10 in one year and 75,000 the next in an up, down, up down roller coaster fashion without any measurable pattern or guarantee as to the direction the numbers of food borne illness cases or food safety issues will take from year to year.
