Spiking food samples

Can anyone tell me thes best way to spike food samples for internal quality control monitoring.
I generally spike 10g food sample with 2ml of 10-6 dilution say E.coli but I am geting bad recovery. I always get good Z scores from EQA so dont understand why I get bad recoveries from spiking samples.

are you sure your food actually supports the growth of the spiked micro-organism, maybe there is too much salt and too little water activity to support it. when did you test it, what is immediately after spiking or did you wait.
