Can only the SQF practitioner validate and verify the pre-req programs

I have a question regarding 2.5.1.1 Validation and verification activities shall be the responsibility of the SQF practitioner.
Does that mean that only the SQF practitioner can validate and verify the pre-req programs? Some of the verifications are done daily by quality techs, the SQF practiction/QA manager does not have time to do all of these himself but he can validate the pre-req annually/quarterly.
Who can clairfy this? Thanks

Not a SQF user but this post (and thread) would appear to answer yr query. The word "oversee" et seq. in 2.1.2.4 seems relevant.

You're right, the SQF Practitioner wouldn't have the time to verify all records generated by the food safety management system but the SQF Practitioner does have the responsibility to define who verifies what and at what frequency. As SQFP I've delegated most of the day to day verifications relating the our FSMS, but I do reveiw and verify that all CCP records have been filled in properly by qualified personnel and determine if there are any errors (example; is there a mistake on a metal detector record such as a missing initial or a missed check at a defined point). It boils down to validating the validations. I do this personally only for CCP records and delegate the rest to the appropriate department heads.
