FSSC 22000 recent developments
Cornelie Glerum, General Manager, Foundation for Food Safety Certification.

Food Safety System Certification 22000 (FSSC 22000) is a robust, ISO-based, internationally accepted certification scheme for auditing and certification of food safety in the whole supply chain. FSSC 22000 uses the existing standards ISO 22000, ISO 22003 and technical specifications for sector PRPs, which were developed through a wide and open consultation with a large number of related organizations. The certification will be accredited under ISO Guide 17021. FSSC 22000 has been given full recognition by the GFSI and is accepted by accreditation bodies worldwide. The non-profit Foundation for Food Safety Certification retains the ownership and the copyright and the licence agreements for certification bodies. This session will cover some recent developments in the scheme.

Thanks very much for the update Cornelie.

Your questions and comments:

  • Is this system intended to be used in conjunction with GFSI or replace it?
  • What is the difference between ISO 22000 and FSSC 22000?
  • Will FSSC 22000 replace HACCP certification?
  • Is certification currently applicable for PET food production? What PRP standard to use as reference (ISO22002-1 or PAS 222)?
  • Is there currently a PAS or FSSC scope under review for the servicing of food packaging? For example, a certification scheme specific to a firm which washes Returnable Plastic Containers (RPC's)?

  • Great Cornelie! Thanks… it's good to hear about the Integrity Surveillance Program, sometimes in Mexico, when we audit a company already certified under FSSC 22000 for client standards (2nd Party audits), we found many deviations and worst, even critical failures. When we conduct an investigation, it seems that the auditor is non-qualified. You'll take special care of it?

Great job Cornelie, I enjoyed the presentation

Is this system intended to be used in conjunction with GFSI or replace it?

GFSI is amongst others responsible for benchmarking standards like FSSC 22000. So actually you can not speak about used in conjunction or replace it. The benchmark criteria are outlined in the GFSI Guidance Document. Any standards that are recognized against GFSI have to have as a minimum the same requirements that you can find in the Guidance Document. The GFSI Guidance Document and the ISO 22000 standard are written and constructed differently. The Guidance Document is not a standard by itself, but sets out the minimum requirements for the delivery of conforming schemes and full compliance is required with these requirements, when successfully benchmarking standards.

What is the difference between ISO 22000 and FSSC 22000?

The FSSC 22000 certification scheme has been given full recognition by the Global Food Safety Initiative Board of Directors. FSSC 22000 consists of 3 required components. With out these 3 components it is not FSSC 22000 or GFSI approved. The FSSC 22000 scheme is developed to meet these GFSI requirements. You need more than an acceptable standard like ISO 22000. There must be a certification scheme and an audit protocol, and these must be “owned” by an appropriate organization to be benchmarked by GFSI.

Will FSSC 22000 replace HACCP certification?

No, FSSC 22000 will not replace HACCP certification. HACCP is per 31 December 2012 not GFSI recognized anymore but will continue to exist. HACCP can serve as a good bases for FSSC 22000 or any of the GFSI recognized scheme. Sectors like transport, farming and meat still choose for the HACCP scheme which is completely in line with the principles of the Codex.

Is certification currently applicable for PET food production? What PRP standard to use as reference (ISO22002-1 or PAS 222)?

PET food can be certified under the scope of ISO 22002-1. The PAS 222 is not yet part of the FSSC 22000 scope. However this is expected on short term.

Is there currently a PAS or FSSC scope under review for the servicing of food packaging? For example, a certification scheme specific to a firm which washes Returnable Plastic Containers (RPC's)?

FSCC 22000 is ready for new scopes at the moment the necessary technical specifications for sector PRPs has been realized and a significant number of organizations in the international food sectors would request FSSC 22000 to cover these sectors. FSSC is closely involved in developing these PRP’s however the market is leading.

When the FSSC 22000 new additional requirements stated in the April 2013 version will be mandatory for organization which seek foo certification?

The Foundation recommends that food manufacturers and their certification bodies use “FSSC 22000, version 3” for issuing new certificates. The transition period for new certificates is six months after the notification, which is till October 31st 2013.  For those companies with existing certificates that refer to FSSC 22000:2010 or 2011 there will be a transition period to change the certificates. This transition period will be a maximum of one year, with all certificates updated no later May 31st 2014.

We (Intertek) are actively promoting FSSC 22000 in South Africa !!!

South Africa has a significant market potential for FSSC 22000. So this is great news, thanks for your support.

Have many American processors signed on to FSSC?

In the US almost 600 FSSC certificates are issued of which around 35 for Food Packaging.

Great Cornelie!

The integrity of audits is the most important condition to ensure confidence in certification. To achieve this all licensed certification bodies must meet the FSSC requirements and be accredited against the management system accreditation standard ISO/IEC 17021 by an accreditation body that has signed for accepting and using the FSSC 22000 requirements. Next to this FSSC 22000 has an integrity program in place to review the performance of all contracted certification bodies. The integrity program covers the review of audit reports by an independent expert, defining and reviewing performance by performance indicators, an appeal and complaint procedure, a risk based audit program and onsite office audits. FSSC will extend the Integrity Surveillance Program.

I would like to understand better the new additional requirements included in the Appendix IA, version 3 (April 2013)

Not sure which information is needed. Please contact the secretariat via info@fssc22000.com with specific request.

Any company can get certified?

At this moment the scope of FSSC22000 is manufacturing of food products and food ingredients and food packaging. Scope Guidance is available on www.fssc22000.com under downloads.

What is advantage of FSSC 22000 over Iso 22000?

The FSSC 22000 certification scheme has been given full recognition by the Global Food Safety Initiative Board of Directors.FSSC 22000 consists of 3 required components.

Is there any flexibility in FSSC 22000 requirements when applied to food additives as opposed to food products (i.e. do all requirements apply to food additives)?

All requirements must be met and are therefore applicable.

we would like to upgrade from ISO22000:2005 to ISOTS 22002:2010.  Please let us know if this is the latest standard and from where i can buy this standard.
