Labelling: In Canada, is non-fat dry milk powder the same as skim milk

Under Canadian regulations, if you are using a Non-Fat Dry Milk as an ingredient, how should you declare it on the ingredient dec?  Non-Fat Dry Milk, Skim Milk Powder? other?

National Dairy Code refers to Skim Milk Powder

Specific food labelling provisions such as ingredient labelling and net quantity requirements are prescribed in the Food and Drug Regulations (Canada) or the Consumer Packaging and Labelling Regulations (Canada)
