New Version FSSC 22000 (V3 2013) Point #3 question.

Hello friends...
I have a question about the point # 3 of the new FSSC 22000 V3 2013.
the new "additional requirement" (appendix IA) states:
3. Specific regulatory requirements
Organizations seeking certification shall assure that specifications for ingredients
and materials take account of any applicable regulatory requirements [e.g. control of
prohibited substances].
for example: for plastic closures, what I have to add (declare) and where in our FSMS to attend this new requirement?.
What I was thinking, is to declare in our FSMS on point "7.3.3.2 Characteristics of end products" (ISO 22000). Or declare this in our HACCP Program (product description)?.
Also, normally we declare by a CoC (certificate of compliance) that our products are in compliance with some regulatory requirements (FDA,CONEG..) and my other question is, if I need to declare the same into the HACCP Program or FSMS?.
