I am not aware of the success with ultra sound, you may have to resort to trapping, outside bait stations and repairing any spots of entry.

I am not that well versed in the control of lots of rats using sound waves but I can tell you that as long as you have; pest entry ways (be it through doors and flaws in the structure, or uninspected goods received) shelter, food, nesting material and area for the rats they will continue to be inherent in your facility.  It is time to peak with a professional pest control agent. Make sure they are familiar with the standards of your facility.
