Packaging material compliance to relevant regulatory requirement

Hi everyone,
During our last audit on WQA V8. the auditor pointed out that the packaging material used should be in compliance with the regulatory requirements of country of production as well as country of sales. And there should be verification records kept. For the sampling size determination we have to adopt standards like ISO.Can anyone explain the auditors comments and help me in complying to the requirements of the standard by providing example documents and a standard for sample size determination,
Kind regards,
KPS
