if I send a food product for testing for bacillus  spp and nor Staph spp and this comes in negative does that  also mean the toxin is not there? or does it mean I need extra tests ?

It would depend on what tests you ordered.  If you only order the test for the presence of live pathogens, that would not guarantee that the pathogens were not present earlier and made some toxins.  If you wanted to show that there were no live pathogens and also no toxins, you would need both tests.

If you have a validated kill step that you verify, then maybe you only need to test for the toxins.  So it depends on what you want to prove.
