Packaging waste: producer responsibilities

What are the packaging producer charges?

 

Is it compulsory to register environmental regulatory for Packaging ?

 

We are importers of dried nuts from all over the world to UK. We do not process or pack the products.Do we still need to register?

 

How does it work?

 

Does any one advice on this please..
