Can team leader do the Internal audit?

I asked because, team leader is the owner of system and will it not be a issue, as one should not audit his own department

It would be beneficial to have more trained auditors to avoid audit of own work if possible.

Yes a team leader can audit if trained to do so.  No, they cannot audit their own department but at team leader level there would normally be other departments to audit.
