Does FSSC 22000 cover tissue paper, napkins and kitchen towels?

I usually work with food companies, so I'm a little confused about papermaking industry.
We are going to to work with a company which produces tissue paper, napkins and kitchen towels. They want to get a food safety certificate (actually, one of its mayor clients asked it to them).
I'm not sure if these products are included in the scope of FSSC 22000 Pacakaging Material manufacturing or it could be included in ISO 22000 scope.
