SQF Exemptions for operation that does not produce or handle food

Our operation is in the process of implementing Module 2 and Module 13 of the Safety Quality Food Standards. Our operational scope is: the application of shrink sleeve and pressure sensitive labeling and silk screen printing to rigid plastic, metal and glass containers; as well as providing a full range of graphics and prepress services including graphic design, color separation, proofing, dry offset plate making, and silkscreens.

We attach shrink sleeve labels to empty milkshake containers that are then delivered to the dairy to be filled with product. My question would be, since our operation does not produce or handle food product, what exemptions are allowable for our operation?

Thanks, in advance, for any advice or information.
