In the UK I would look at CIEH (chartered institute of Environmental Health) awards in food safety. Most food handlers are trained to Level 2 in the UK with supervisors to Level 3 and managers (especially in Technical) to Level 4.

Currently only in English and Polish though.
I have no idea if something similar exists in Vietnam but certainly I've always found the CIEH courses to be sensible and logical.
