Dieline Requirements for PE bag

Hello!

Can someone tell me how to make a dieline drawing for our packaging design (tips, pointer to consider, etc.)?

One of our customer is requiring this and I don't have much idea about this. Even our packaging material supplier is not so familiar with this.

Your help is badly needed.

When doing the die lines, do a flat drawing taking into consideration the measurements for the sealing zones , gusset areas (if applicable), head space, also where print is allowed/ not allowed and if there is an eye mark on the film note the size. 

I've attached a simple example.
