Among other things, you should assess the surroundings of your facility, the kind of raw materials you are using  and the way you manage your waste. It means, focus on those things that can bring or attract pests to your facility. Also you should identify the species more likely to be of concern. Once you have that you can think on preventive measures.

Risk assessment of a pest management program should be based on most common pest(s) captures for a specific location, frequency of occurrence (trends), structural/sanitation issues conducive to pest activity, general surroundings (flying insects, birds, wildlife, rodents) bait consumption levels in the exteriors...The pest control service provider should be in a position to generate a a basic one that can be modified to meet the standard.

Most common pests are rodents, roaches, stored product pests, flying insects that breed mostly indoors-fruit flies, moth flies, phorids OR outdoors -house flies, bottle flies, bees/wasps or night flying insects and so on. Depending on the threshold values set for the plant, the IPM program should kick in with remedial action.

Usually, as a part of the risk assessment several interactive components are included such as :

-risk characterization

-hazard identification

-hazard characterization, etc

During the assessment process, make sure or find out which industry or what is being functioned near your property. Do you see flies or animal feces or animal foraging near or present in your area. These are just a few steps you need to include while doing the risk assessment on pest management.

Was yr request related to a specific FS Standard ?

I assume this document is within the context of a haccp system.

As you indicate, "pests" are typically controlled  within an overall, PRP-based, hygiene system..

Such measures are fundamental and should be  implemented prior to a hazard analysis

IMO not necessary to risk assess such PRPs, just verify their effectiveness.
