The definitions we use at the plant where I work:

(1)  Can the plastic shatter?

(2)  If you chewed on it would it hurt your mouth?  If yes, then brittle plastic.

(3)  Can you easily bend the plastic?  If no, then it would likely be considered to be brittle plastic.

(4)  If you took a piece of plastic and used it to scratch your arm, could it cause bleeding?  If yes, then it would likely be considered to be brittle plastic.

Brittle plastic depends on the type and the thickness.  You could have nylon film that is not brittle, but a machine part that is nylon and likely considered to be brittle plastic.
