Eur-lex what is the latest legislation document?

Sorry this is about EU legislation but because there is no seperate forum I have put it here.

Hopefully someone from the EU can help me with this

Now for my question.

I was looking at the Eu legislation about contaminants in foodstuff (1881/2006) and I always though that legislation text at the link was the latest version of the legislation (http://eur-lex.europ...ELEX:32006R1881) I my eyes this would be logical, why would you show old text, right?

but now I was checking the limits for aflatoxines in oilseeds but these are not in the above link.

When I check the latest consolidated version (http://eur-lex.europ...6R1881-20160401). In this version there is a limit for aflatoxines in oilseeds.

At the top of the consolidated version it says: This text is meant purely as a documentation tool and has no legal effect. The Union's institutions do not assume any liability for its contents. 

Can someone help me with this? which text is the official text we should follow?

EUR-lex is a Websites where you can find all published EU-legislation.

However, when a text is modified by another text, the "old" text is rarely completely replaced by the new one, specially for the Kind of Regulation you are speaking of, where all the "interesting stuff" is in a table list as an Annex. Oftentimes they will only publish a "correction" of the Regulation where the newest text only includes a few paragraphs describing when and how it enters into force, and as an Annex a table with only the few lines they changed from the first one.

This way, you must take into account both texts to have a complete Information. However, as this is not practical at all, they publish these "consolidated Versions", where they basically take the old text and replace the invalidated cells in the table with the ones newly published.

This text has nevertheless no legal value, because it was not published in this form (only the two separate texts have legal value).

That means that if you have to legally discuss the subject (ex. complaint from the authorities), you will not refer to the consolidated Version, but to the first text modified by the second text. Ex. "According to the Regulation (EU) 1886/2006 modified by the reg. (EU) XXXX/YYYY, the Limit for aflatoxins is X mg/kg"

The consolidated Version still is a very Handy working document.
