Need for microbial testing in a a food packaging environment

we are moving from AIB GMP inspection to SQF level 2. Part of the RFI was to consider environmental monitoring but the RFI did not specify which triggering microorganism or microbial pathogens. We do bread bags and produce bags as well as animal food bags in our facility. Our food contact area swabs were all negative for salmonella and listeria. Any recommendations on how I can proceed? I have no notice for any recall due to packaging materials for food nor found any prior recalls due to packaging. 

 

my considerations:

1. env testing for triggering microorganisms and no testing for microbial pathogens in food contact areas when results are negative for triggering microorganisms or

2. env testing for microbial pathogens and when negative, will not test food contact areas
