I'm not familiar with the standard but use BRC food standard. From memory they will be obviously checking you comply with local laws but then with respect to packaging, they will be interested in how it could impact quality or food safety of the finished product. So, for example, you may ban vaping and smoking from internal buildings as the packaging could pick up a taint from either even if local laws permit it inside.
Generally BRC are reasonably happy if you have given some thought to it, not missed an obvious food safety or quality hazard and documented your risk assessment.
In V5 and V6 clause 6.3.11 states that the use of e-cigarettes are not permitted in locker rooms, production or storage areas and there are more references in the Interpretation Guidelines.
Not being a smoker I don't know if vaping and e-cigarettes are the same thing but I would suggest that they would certainly be within the 'spirit' of the clause.
Having seen the volume of steam? from vapers and the variety of flavours which seem to be around, if nothing else, they would come under the contamination control sections of the Standard.

Yes, they are. "Vaping" could perhaps be viewed as the applicable verb for the act of using an electronic cigarette.
It's somewhat morphed into a hobby in it's own right, distinct from the electronic cigarettes that were originally created to help people stop smoking, so I imagine the differentiation is important to some for fashion reasons, but the main point is that whether one uses one of the little cigarette-style things or one of the handheld units that generates inordinately large clouds, the premise is the same - generating heat by passing current through a resistive wire, and using this to vaporize a mixture of glycerine/propylene glycol/flavourings and potentially some nicotine.
